Description

The City of Sainte-Brigitte-de-Laval north of Quebec City wishes to adopt a sustainable development action plan (SDAP) in compliance with a commitment made as part of its 2014 strategic plan. Sainte-Brigitte-de-Laval’s SADP will include environmental, social and economic objectives and will use a participatory, consensus building approach, that is, an iterative process based on meetings, questionnaires and surveys. Since 2015, the City of Sainte-Brigitte-de-Laval has had an environmental and sustainable development advisory committee in place. Local residents have opportunity to provide input during public consultations. The Québec Metropolitan Community (CMQ) has passed a resolution committing itself to supporting and collaborating with the City of Sainte-Brigitte-de-Laval on the preparation of the City’s sustainable development plan. The CMQ will be consulted in the process as a participating organization from the start of the initiative and will be called upon to provide input on the preliminary version of the SDAP. The City of Sainte-Brigitte-de-Laval will produce the following deliverables: the environmental assessment and a final sustainable development action plan specifying the tasks to be performed, those responsible, the implementation timeline and estimated costs. The SDAP will cover every municipal field of activity: energy, water and residual materials management; sustainable transportation, land use, and contaminated site reclamation (where applicable). The knowledge value resides in the good replication potential of the five avenues of sustainable development specifically social and environmental well-being, governance, local economy and infrastructure that could be used by small and medium size municipalities in Quebec and other Canadian jurisdictions.
