Description

As required by new provincial regulations, the Regional County Municipality (RCM) of Temiscamingue must close most of the 17 open trench dumps located in its territory by January 19, 2009. These unlined dumps do not control leachate emanating from waste, thus contaminating surrounding soil and groundwater. In this feasibility study, the RCM will evaluate the most cost and environmentally effective option to solve its waste disposal needs, in accordance with provincial regulations. It will determine whether it would be more environmentally and financially effective to build and operate its own engineered landfill site or truck residual waste to an existing site in a neighbouring region. The RCM expects that by disposing of its waste in an engineering landfill site with a gas capture mechanism, it can reduce its greenhouse gas emissions by 50 percent and reduce water and soil contamination by almost 100 percent.
