Description

The Town of Hampton aimed to develop an integrated community sustainability plan (ICSP). It was also looking at renewing its existing municipal plan and zoning bylaw to reflect the strategic vision identified through the ICSP process, and creating a framework for an emissions reduction plan that reflected the Partners for Climate Protection’s milestones One, Two and Three. The ICSP methodology was based on an adaptive management framework. Key stages included visioning (identifying core values, high-priority sustainability issues and assets); identifying goals and action strategies; adapting the municipal plan and zoning bylaw; identifying key infrastructure projects; and identifying sustainable outcomes and other indicators. Public consultation played an important role in developing the ICSP. Based on an analysis of the town’s situation and input from the public consultation process, the project team drafted the ICSP — including an implementation and monitoring plan — and suggested changes to the municipal plan and zoning bylaw. Draft documents were open to public review before they were finalized.
