Description

The City of Campbell River, located along the B.C. Discovery Passage - an area known for its high potential for tidal power development - will study the feasibility of using a tidal turbine as a power source for its Discovery Fishing Pier and Maritime Heritage Museum.
The study has three phases. In phase one, the researchers will conduct tidal modeling and observe current conditions at the site. Phase two is a technical feasibility assessment. This phase will include in-depth wave analysis to determine potential risks of wave and storm action to tidal turbine equipment. It will also involve the completion of a marine environmental assessment and habitat mapping, and consultation with the appropriate government agencies to identify permit requirements. Phase three is a technology assessment in which researchers will analyze small-scale tidal turbines that could be appropriate for the site. The criteria for selecting the best option will be based on the currents, wave height refraction conditions, tidal patterns at the proposed site and the available technology for tidal turbines. Turbine selection will be based on full-cost accounting and life-cycle analysis of potential turbines.
If tidal power at this site proves feasible, the city will move forward with a small-scale tidal power demonstration project to power the lights at the Discovery Fishing Pier and Maritime Heritage Museum. The project will reduce greenhouse gas emissions at the site by an estimated 13 tonnes of CO2e and will demonstrate renewable energy as an environmentally friendly alternative to fossil fuels. It will also provide research and educational opportunities. As the first tidal power feasibility study led by a British Columbia municipality, this study will provide valuable information for other municipalities interested in tidal power.
