Description
The grant recipient will implement initiatives that will increase the municipality’s capacity to adapt to climate change. The first phase consists in developing a climate change adaptation plan for the municipality. This plan identifies climate change impacts, risks, and associated adaptation strategies or actions associated with the region, community, neighbourhood, or asset group. The second phase consists in implementing operational and institutional changes within the municipality in order to help ensure adaptation to climate change once the grant period ends. The final phase consists in completing the groundwork leading to the implementation of the climate change adaptation measures; the grant recipient will be required to put the planned measures into action during the grant period. In Year 1, the Recipient plans to:• Establish an internal working committee for orientation and follow-up, and plan meetings• Prepare the planning process and develop a vision for climate adaptation that takes into account the municipality’s urban plan, environmental plan, and sustainable development action plan• Assess the current vulnerability of the infrastructure and territory to the impacts of climate change, and develop a climate adaptation plan based on the plans mentioned above• Table the work plan with city council• Raise awareness among city staff and council members about climate change issues (ongoing)• Research required operational and institutional changes, propose changes to implement Climate Adaptation Plan recommendations, including those for stormwater management• Consult stakeholders (ongoing)• Identify data gaps and costs incurred (if data is available) in recent years to replace/repair stormwater infrastructure• Identify existing culverts and stormwater infrastructure (location, size, condition, ditch condition, drainage, etc.), and identify existing ecosystems on nearby municipal lands that could be used as green infrastructure for water retention and surface water runoff (for habitat enhancement, nutrient intake reduction, etc.)In Year 2, the Recipient plans to:• Schedule committee meetings to follow up on the Climate Change Adaptation Plan• Develop measurement and monitoring protocols for the Adaptation Plan in collaboration with the committee and the various departments of the municipality• Encourage municipal staff and elected officials to consider climate change adaptation in decision-making• Develop guidelines for stormwater management on the territory• Develop and implement an ongoing asset data management protocol• Implement measurement and monitoring protocols for stormwater management• Analyze data collected in Year 1 to develop guidelines and protocols• Implement required operational changes in collaboration with the various departments of the municipality
