Description

The City of Kamloops will create an Integrated Community Sustainability Plan (ICSP) to serve as a framework to guide the community’s rapid growth. The plan will evaluate necessary infrastructure upgrades in the areas of transportation, solid waste management, water services, sewage and stormwater treatment and buildings. The first phase of the project will bring together community stakeholders and decision makers to establish planning objectives. Next, public consultations and technical advisory panels will identify areas of primary concern and prioritize specific sustainability projects. The project team will devise individual plans pertaining to energy efficiency, pesticide management, transportation, the protection of environmentally sensitive areas and other issues. These plans will proceed concurrently and will influence land-use planning through their promotion of brownfield redevelopment, Smart Growth techniques and infill development. The city’s Official Plan, zoning and regulatory bylaws will be adjusted to allow implementation of the ICSP’s initiatives. Land-use planning, public transit and improved bicycle and pedestrian infrastructure will reduce traffic and curb greenhouse gas emissions. The ICSP will also result in policies that support energy efficiency measures in new construction and retrofits. Expanded waste diversion programs and user-pay policies will likely divert 6.5 million kilograms of solid waste per year from landfill.
