Description

The City of Stratford will conduct a Phase II Environmental Site Assessment and develop a Remedial Action Plan for a 7-hectare former locomotive manufacturing facility adjacent to the downtown core of Stratford. Known as the Cooper Site, it has a legacy of soil and groundwater contamination from over 100 years of industrial activity. On-site contamination restricts proposed future uses of the property, which include development of a satellite campus for the University of Waterloo and the redevelopment of an existing YMCA facility. The Cooper Site falls within the city’s Community Improvement Plan, which identifies brownfield sites which, once developed, are expected to enhance and revitalize under-utilized areas of the City.
This brownfield site is contaminated with metals, petroleum hydrocarbons, and polycyclic aromatic hydrocarbons (PAH's). The study will include a number of steps to assess current conditions, and develop cost effective innovative remedial programs to allow for redevelopment of the site for new land uses. Criteria for selecting the best remediation options will be based primarily on regulatory compliance and long term protection of the environment and secondarily on full cost accounting and cost benefit analysis in consultation the public, and stakeholders.
The results are expected to provide the city with a clear understanding of the environmental and health and safety liabilities related to the site, and the options for maximizing the redevelopment of the brownfield property to benefit the economic and future well being of the citizens of Stratford. Results of the study and plan will shared with other similar sized municipalities with legacy contaminated sites from historical industry.
