Description

The grant-funded staff person will implement initiatives that will produce a lasting improvement in municipal GHG emissions reduction. The first required phase of work is to develop a greenhouse gas (GHG) emissions reduction plan. The plan will establish a baseline GHG emissions inventory, set emissions reduction targets, and outline actions to reduce GHG emissions for municipal operations and the community in all areas of municipal activity, including energy use, transportation planning, land use, waste and water management. The second required phase of work for the grant-funded staff person is to implement operational and institutional changes that will help ensure long-term GHG emissions reduction after the grant period. The third phase of work will be to carry out the preparatory work to be able to implement climate mitigation projects and the grant-funded staff person is required to move activities from the planning stage to the implementation stage over the course of the grant period. In Year 1, the Recipient plans to:• Establish a Terms of Reference for the Mitigation Plan • Review existing Plans, reports and documentation to understand goals & data needs• Document findings and develop preliminary GHG reduction scenarios• Draft Mitigation Plan, including preferred GHG emissions reduction scenario• Obtain Management & Council approval• Review existing CECDMP with Management looking for priorities• Review existing energy consumption data for trends and areas for improvement• Document findings and develop recommendations including the establishment of a Green Team• Report to Management/Council on priorities for updated Corporate Energy Management Plan• Identify stakeholders & select preferred method of engagement• Establish Steering Committee which will become the Green Team• Report to management and council on results of consultation• Final Mitigation Plan including consultation resultsIn Year 2, the Recipient intends to:• Review Council approved priorities for GHG emissions reduction & develop workplan• Report on internal department priorities for capital & operational implementation• Draft implementation work plan based on findings• Obtain management approval for work plan• Update development standards for Township• Submit Plan to Township Council for Approval• Implement mitigation plan at department level• Implement corporate energy action Items• Hold final public consultation for CCAP• Develop implementation strategy for CCAP• Implementation of Corporate Energy Action Items• Establish new standards for development approvals• Recommend new standards as part of new development approvals
