Description

The grant-funded employee will implement initiatives that increase the municipality’s capacity to adapt to climate change. The first phase of work will be to develop a climate adaptation plan for the municipality. This plan identifies climate change impacts, risks, and related adaptive strategies or actions related to the region, the community, a neighbourhood or a group of assets. Once the climate adaption plan is developed, the second phase of work will be to implement operational and institutional changes within the municipality that will help ensure long-term climate adaptation after the grant period. The final phase of work will involve preparatory work leading to the implementation of climate adaptations initiatives and the grant-funded staff person is requir¬¬ed to move activities from the planning stage to the implementation stage over the course of the grant period. In Year 1, the Recipient plans to:Phase 1: Draft Climate Change Adaptation Plan• Review of existing related documents and plans• Engage partner organizations and neighbouring municipalities to create a vision for planning• Establish a project steering committee with working groups along with a terms of reference• Develop an action plan with priorities and timelines• Develop key performance indicators to measure progress using both leading and lagging indicators• Draft and present reports and recommendations in coordination with the Chief Administrative Officer (CAO) for Council approval• Prepare to conduct a situation analysis that will review the GHG inventory and identify opportunities to develop best practices in climate change adaptationPhase 2: Action Plan Strategies Report• Establish and lead an internal staff taskforce to identify short and long-term structural changes to the municipality's business processes that integrate climate change• Implement action plan strategies, creating project plans for each item and incorporating them into the municipal budgetary process • Implement the monitoring protocol• Complete self-assessment of the municipality's performance and progress based on the Climate Adaptation Maturity Scale throughout the funding agreement's term• Prepare and submit project progress reports to Council and to the FCMPhase 3: Project Implementation Report• Coordinate and/or conduct research and analysis as required for project implementation• Prepare and deliver public consultations to aide in the obtaining community buying and identify local capacity• Assist or lead with the writing of any documentation required for project implementation (e.g. RFP, MOU, etc.)• Prepare and submit project progress reports to Council and to the FCM• Review projects' impacts on municipality's GHG emissions and climate resiliencyIt is expected that the majority of planning and project preparation will take place in year one. In Year 2, the Recipient intends to identify the activities based on the outcomes of year 1 and will focus on the execution of projects outlined in the plan.
