Description
With the assistance of the Resort Municipality of Whistler, five small resort B.C. communities – Invermere, Fernie, Kimberly, Osoyoos and Harrison Hot Springs – will each undertake the Quick Start ICSP process to develop their own community plan to protect their natural environment, create community and social well-being, and strengthen their economies. As resort municipalities, their population drivers are linked to tourism-based economic opportunities, existing industries and other amenities.
The Quick Start ICSP is a streamlined integrated community sustainability planning (ICSP) process developed by the Resort Municipality of Whistler. Quick Start, modelled after Whistler2020, is an innovative and affordable process that supports small communities in undertaking a sustainability planning process. Quick Start will guide each community in articulating its description of success and desired future; identifying actions that can be implemented right away; and developing a set of implementation tools for immediate use in sectors including brownfield, energy, transportation, waste and water.
The ICSP process will result in an overarching policy document that will inform and direct the development of other community plans, policies, projects and practices. Each municipality’s existing plans, strategies, reports and working documents will be reviewed; gap analysis will provide recommendations to align the plan with community vision and goals; and a decision-making framework will be developed. The process for each municipality will be guided by a group of community representatives – the Community Sustainability Action Team (CSAT) – who will work with their communities and stakeholders throughout the planning process.
The District of Invermere will also develop a Community Energy Plan in conjunction with its ICSP; establishing an energy Task Force to work alongside the CSAT and align its objectives with the ICSP.
