Description
The grant recipient will be required to implement initiatives that will have a long-term impact on corporate GHG emission reduction measures. The first mandatory phase consists in developing or updating a GHG emissions reduction plan. The plan should establish baseline data through a GHG emissions inventory, identify emission reduction targets, and outline corporate and community GHG emission reduction measures in all sectors of municipal activity, including energy use, transportation planning, land use planning, and waste and water management. The second mandatory phase consists in implementing operational and institutional changes that will generate long-term GHG emission reductions once the grant period ends. The third phase consists in completing the groundwork to implement the climate change mitigation projects; the grant recipient will be required to put the planned measures into action during the grant period. In Year 1, the Recipient plans to:• Conduct research and make plans that align with regional and governmental issues and requirements as well as with municipal directions• Select a GHG calculation tool and methodology• Plan consultation methods with stakeholders• Develop an action plan and define a reduction target• Consult with the public and stakeholders• Establish an internal technical committee composed of members from various departments and two city councillors• Facilitate quarterly technical committee meetings• Organize and facilitate training for the contact person and staff persons on how to incorporate climate factors into their procedures• Make regulatory, institutional, and decision-making changes to incorporate climate concerns (e.g. to procurement policy, call for tenders, regulations, the three-year capital program, and other relevant structures)• Complete the internal GHG preliminary inventory• Implement climate change mitigation measures and apply for grants (MCIP, Building Canada, MTQ, etc.) based on key issues raised during the consultation and inventory period (sustainable mobility and green infrastructure have already been targeted as priorities)In Year 2, the Recipient plans to:• Develop an action plan and define a reduction target• Consult with the public and stakeholders• Facilitate quarterly technical committee meetings• Make regulatory, institutional, and decision-making changes to incorporate climate concerns (e.g. to procurement policy, call for tenders, regulations, the three-year capital program, and other relevant structures)• Organize and facilitate training for the contact person and staff persons on how to incorporate climate factors into their procedures• As required, conduct professional studies on selected GHG emission sectors identified in the internal preliminary inventory (MCIP grant application or other)• Make 10-year GHG projections (typical scenario)• Implement climate change mitigation measures and apply for grants (MCIP, Building Canada, MTQ, etc.) based on key issues raised during the consultation and inventory period (sustainable mobility and green infrastructure have already been targeted as priorities)
