Description

The recovery of the Port Colborne waterfront has been designated by City Council as its number one priority from a corporate planning perceptive. This requires a comprehensive Revitalization Strategy, Secondary Land Use Plan and Brownfield Redevelopment Community Improvement Plan (CIP). Approximately 150 acres of predominantly vacant former industrial land on the east bank of the Welland Canal have been identified for remediation and redevelopment in the short term. Using a multi-disciplinary systems approach, this project will evaluate various redevelopment options and outline detailed implementation strategies. Smart Growth principles will be utilized to guide the planning process. Consideration will be given to setting minimum building code standards of R200 (residential) and C2000 (commercial) for buildings within the redevelopment area. Focus will be placed on remediation approaches that deal with on-site soil contamination to reduce transportation of contaminated soils off-site and the amount of waste entering the City’s landfill site. Pollutant levels on land cleaned to Minister of the Environment guidelines will be reduced by 100 per cent. A decrease in carbon dioxide, nitrous oxide, sulphur dioxide and other pollutants is expected. Additional benefits of the planning process will be decreased potential of urban sprawl and consumption of farmland and fuel.
