Description
The grant-funded staff person will implement initiatives that will produce a lasting improvement in municipal GHG emissions reduction. The first required phase of work is to develop a greenhouse gas (GHG) emissions reduction plan. The plan will establish a baseline GHG emissions inventory, set emissions reduction targets, and outline actions to reduce GHG emissions for municipal operations and the community in all areas of municipal activity, including energy use, transportation planning, land use, waste and water management. The second required phase of work for the grant-funded staff person is to implement operational and institutional changes that will help ensure long-term GHG emissions reduction after the grant period. The third phase of work will be to carry out the preparatory work to be able to implement climate mitigation projects and the grant-funded staff person is required to move activities from the planning stage to the implementation stage over the course of the grant period. In Year 1, the Recipient plans to:• Create an RFP & consultant contract for corporate and community GHG baseline inventory (2018 data), emissions measurement protocol and development of a Climate Mitigation Plan (Phase 1 of Climate Change Action Plan)• Oversee and manage contracted consultant, including the development of Phase 1 of the Climate Change Action Plan (Climate Change Mitigation Plan with emission reduction strategies). Present to Council for approval prior to 2020.• Develop business cases and budget to implement Climate Change emission reduction action strategies for 2020• Develop policy and strategies to implement renewable energy in existing Town buildings & infrastructure, including solar PV, district energy, cogeneration• Assist the Town's Facility Business Centre's with the implementation of municipal solar installations budgeted for 2019• Enhance the energy efficiency of Town operational infrastructure and facilities (Phase 1 - Recreation Facilities and large Administrative Buildings)• Design energy efficiency & renewable energy rebate program for community (commercial & residential)• Develop PACE program for Town in partnership with Energy Efficiency Alberta• Implement EMP identified actions identified as immediate (1-2 years)In Year 2, the Recipient intends to:• Conduct continuous updating of GHG emissions inventory and reporting to PCP Program (2019 data)• Develop policy and strategies to implement renewable energy in existing Town buildings & infrastructure, including solar PV, district energy, cogeneration• Enhance the energy efficiency of Town operational infrastructure and facilities (Phase 2 - Water and Wastewater Infrastructure)• Develop more stringent green building standards for new Town facilities• Create policy and/or guidelines to upgrade Town fleet & equipment with low emission options• Implement energy efficiency & renewable energy rebate program for community (commercial & residential) if approved by Town Council in the 2020 budget• Develop strategies to support more low emission vehicles within the community • Research and develop a requirement for higher levels of energy performance in new building construction (i.e. R2000 standards or mandatory EnerGuide ratings on a new buildings)• Research the potential for Okotoks advanced energy efficient low carbon building guidelines.• Implement EMP identified action identified as immediate (1-2 years)
