Description

The grant-funded staff person will implement initiatives that will produce a lasting improvement in municipal GHG emissions reduction. The first required phase of work is to develop or refresh a greenhouse gas (GHG) emissions reduction plan. The plan will establish a baseline GHG emissions inventory, set emission reduction targets, and outline actions to reduce GHG emissions for municipal operations and the community in all areas of municipal activity, including energy use, transportation planning, land use, waste and water management. The second required phase of work for the grant-funded staff person is to implement operational and institutional changes that will help ensure long-term GHG emissions reduction after the grant period. The third phase of work will be to carry out the preparatory work to be able to implement climate mitigation projects and the grant-funded staff person is required to move activities from the planning stage to the implementation stage over the course of the grant period. In Year 1, the Recipient plans to• Establish a steering committee for reducing greenhouse gas emissions.• Review and update climate change adaptation plan• Host a community workshop on climate change adaptation /mitigation establish and short term priorities.• Present projects to council for approval• Allocate project budgets and staff resources.• Review and revise municipal policies in support of the climate change adaptation plan.• Implement institutional and operational changes from community workshop• Gain appropriate documentation and permits to start proposed projects• Obtain all necessary equipment to start proposed projects• Manage projects to completionIn Year 2, the Recipient intends to • Host a second community workshop on climate change adaptation /mitigation short-term priorities. • Report on progress achieved and establish year 2 priorities.• Submit projects to council for approval • Allocate project budgets and staff resources• Implement institutional and operational changes community workshop• Review and revise municipal policies related to establish projects.• Complete year 1 projects recommended from the community workshop• Gain appropriate documentation and permits to start proposed projects• Obtain all necessary equipment to start proposed projects• Manage projects to completion
