Description
The Municipality of Saint-Damien-de-Brandon will conduct a Phase II Environmental Site Assessment (ESA) and develop a remediation plan for a 415,820 square feet contaminated property adjacent to City Hall. The Phase II ESA will help define the remediation required prior to redevelopment. Remediation of the property will eliminate the risk of contaminants migrating into the groundwater and surface water and therefore reduce the risk of contaminating the drinking water well located close to the property. Approximately twenty-two test pits will be excavated during this feasibility study. Soil samples will be analyzed for one or more of the following compounds: petroleum hydrocarbons (PHC, C10-C50), polycyclic aromatic hydrocarbons (PAHs), volatile organic compounds (VOCs), phenol compounds, ethylene glycols and metals. In addition, four groundwater observation wells will be drilled and groundwater samples will be collected and analyzed for one or more of the following compounds: PHC C10-C50, PAHs, VOCs, phenol compounds, resin fatty acids and metals. Options for redevelopment include conversion of the existing recreational area into a residential development, relocation of outdoor recreational equipment to another area of the property with construction of a community and recreational centre and multi-sports park. Water and energy efficiency improvements will be incorporated into the redevelopment of the brownfield site.
