Description

The grant-funded staff person will implement initiatives that will produce a lasting improvement in municipal greenhouse gas (GHG) emissions reduction. The first required phase of work is to refresh a GHG emissions reduction plan. The plan will update a baseline GHG emissions inventory, set emissions reduction targets, and outline actions to reduce GHG emissions for municipal operations and the community in all areas of municipal activity, including energy use, transportation planning, land use, waste and water management. The second required phase of work for the grant-funded staff person is to implement operational and institutional changes that will help ensure long-term GHG emissions reduction after the grant period. The third phase of work will be to carry out the preparatory work to be able to implement climate mitigation projects and the grant-funded staff person is required to move activities from the planning stage to the implementation stage over the course of the grant period. In Year 1, the Recipient plans to:• Develop detailed roadmap that identifies how to meet the GHG targets and quantifies the GHG reductions of the actions identified in the Climate Action Plan (CAP). • Develop an implementation schedule for the CAP.• Support Public Works Department with implementing the organics collection program (education and communications items).• Update the annual GHG inventory (corporate and community)• Develop a protocol to collect better vehicle use information for the community GHG inventory.• Investigate opportunities to bring car share to Canmore.• Investigate opportunities to develop electrical vehicles (EV) charging networkIn Year 2, the Recipient intends to:• Develop detailed costing/business cases for the actions in the plan, based on priorities identified in the CAP implementation schedule.• Identify and request sources of funding for actions, either from Council or other sources. (Seek out funding opportunities, apply for grants, prepare requests to Council).• Continue supporting Public Works Department with implementing the organics collection program (education and communications items).• Explore the feasibility of software and information systems to track and monitor performance of the CAP, and possibly GHG emissions monitoring.• Establish key performance indicators for each of the key climate actions. • Share status information pertaining to plan actions implemented with community, re-evaluate actions and identify new actions.• Share information with appropriate governing bodies.• Foster linkages to universities and technical institutions.• Look for opportunities to coordinate targets and actions of climate mitigation with other municipal plans and policies.• Update the annual GHG inventory (corporate and community)• Outreach with neighbouring municipalities and community partners to determine synergies related to emission reduction, in particular renewable energy target.• Implement climate actions based on successful funding.• Develop a municipal Property Assessed Clean Energy (PACE) bylaw should Council agreed to participate - provided the pilot in Edmonton is complete and successful, and Council approves it.
