Description
As part of its sustainable development strategic plan, the Municipality of Val-Morin undertook an Environmental Site Assessment (ESA) of downtown public land formerly used for distribution of petroleum products and suspected of being contaminated. A consultant carried out a Phase Two environmental characterization of soil and underground water in accordance with requirements of the Ministère du Développement Durable, de l’Environnement et des Parcs (MDDEP) and drafted a notice of contamination as well as any required remediation plan. The resulting work plan provided for the location of underground services and equipment using trenches and boreholes, as well as removal of an underground tank. Samples were analyzed to detect the presence of petroleum hydrocarbons, polycyclic aromatic hydrocarbons, BTEX compounds, volatile organic compounds and metals in the soil and water. Remediation of this site was expected to promote the development of a dynamic and attractive downtown core, including construction of a healthcare cooperative, a pharmacy and new community infrastructure. Reconstruction of certain road sections and construction of a bicycle path were planned for three adjacent sites.
