Description

This project will apply the newly developed Genuine Progress Index (GPI) to examine the sustainability of the Halifax Regional Municipality’s (HRM) Municipal Planning Strategy (MPS), Transportation Management Plan (TMP) and supporting plans. The GPI evaluates changes in levels of sustainability and well-being over time. Environmental, health, social and economic indicators will be considered including: transport activity, energy consumption, energy intensity, greenhouse gas (GHG) emissions, access to basic services, neighbourhood quality of life, and government and household spending on transportation. The study includes a baseline evaluation of the transportation situation; an evaluation of strategies in the draft MPS and TMP; recommendations to improve and strengthen the policies and plans in the TMP and supporting planning documents; and, a briefing document to educate and train HRM staff on how to apply the indicators to measure future progress. This will give the HRM valuable information to help it make important decisions in relation to investments in its transportation system. Potential capital projects resulting from the study and from the options proposed in the MPS and TMP are expected to reduce overall transportation movement, reduce energy use, reduce GHG and air pollutant emissions by 10 to 30 percent, and reduce transport-related waste generation.
