Description
The Village of Harvey will develop an Asset Management Plan for core services such as transportationservices (including road base and surface material, sidewalks, and curb), water and wastewater services(including pump stations, lift stations, and underground piping), and municipal buildings. The following listspecific tasks to be completed under the Asset Management plan project: Draft a policy and governance statement outlining the roles and responsibilities of the assetmanagement lead to be appointed within the community, as well as administrative procedures forVillage departments; State the level of services provided to residents; Develop an asset inventory containing municipal buildings, drinking water and wastewater buildingsand related infrastructure, transportation linear assets (roads, sidewalks and curbs), municipalvehicles, and municipal lands including parks and recreational areas. Inventory will includeMAMP 16299(28 pages)descriptive attributes such as length and width of roads, diameter, and material of pipe, andbreakdowns for buildings in terms of structural, roof, mechanical, electrical, and general buildingcomponents; Conduct a condition assessment on core assets, conducted with a five-point scale system,complete with definitions/examples for each condition rating within each asset class to ensure thatall department leads are aware of the ranking system; Identify and assess the risks and vulnerabilities associated with core infrastructure (i.e. Water,Wastewater and Transportation).As part of this scope of work, the Village of Harvey will conduct an overview evaluation of climate threatsfelt by the community to identify potential infrastructure vulnerabilities caused by climate change. Theclimate threats will be incorporated into the risk assessment, and will help identify infrastructurerepair/replacement priorities.
