Description

The grant-funded staff person will implement initiatives that will produce a lasting improvement in municipal GHG emissions reduction. The first required phase of work is to develop a Energy and Emissions Implementation Plan. The plan will establish a baseline GHG emissions inventory, set emissions reduction targets, and outline actions to reduce GHG emissions for municipal operations and the community in all areas of municipal activity, including energy use, transportation planning, land use, waste and water management. The second required phase of work for the grant-funded staff person is to implement operational and institutional changes that will help ensure long-term GHG emissions reduction after the grant period. The third phase of work will be to carry out the preparatory work to be able to implement climate mitigation projects and the grant-funded staff person is required to move activities from the planning stage to the implementation stage over the course of the grant period. In year 1, the Recipient plans to:- Meet with project team- Gather relevant documentation & literature- Define scope, deliverables, initial workplan and budget- Identify internal and external stakeholders - Develop strategy for engaging with stakeholders- Consultation with stakeholders- Assemble Community Sustainability Committee to oversee planning and deployment- Review best practices for municipality GHG inventories- Define GHG inventory boundaries and emission categories- Create GHG accounting and reporting framework- Gather baseline data for GHG inventory- Complete and verify GHG inventory- Research on policy issues and constraints surrounding climate change action in the province- Research on best practices in climate change action at municipality level- Review current Community Sustainability Plan (CSP)- Engage with key staff and stakeholders to identify town, corporate and community level actions not included in CSP- Compile initial list of strategies, actions and milestones to be implemented - Prepare high-level resources and timeline requirements for each list item- In consultation with senior staff and stakeholders, prioritize list items and assign resources (time, budget, responsibilities) and timelines In year 2, the Recipient intends to: - Continue consultation with stakeholders- Build energy model to project BAU scenario - Use model to simulate scenarios that include EEIP actions to estimate outcomes- Set municipality overall emission goal- In consultation with senior staff and stakeholders, prioritize list items and assign resources (time, budget, responsibilities) and timelines - Prepare EEIP, Include GHG inventory, forecast, targets and results of simulation - Present EEIP to Council for endorsement and acquire resolution to adopt targets (baseline year, emission goal and percentage change)- Create linkages between EEIP and CSP for the development of a new asset management framework for town-owned assets- Identify project funding sources and possible partners and prepare funding applications - Initiate work for top priority corporate actions- Initiate work for priority community actions
