Description
The Village of Fredericton Junction will develop of Capital Asset Management Plan for core assets, suchas transportation services (including road base and surface material, sidewalks, and curbs), water andwastewater services (including underground piping, pump stations, and water treatment plants), andmunicipal buildings. The village will complete the following tasks for the Capital Asset Management plan: Draft a policy and a governance statement, to define the roles and responsibilities of Village seniormanagement and Council within the asset management system; Review the level of services provided to residents, and review the steps required to uphold orsurpass the intended level of service; Develop a detailed inventory of assets containing municipal buildings, water wastewater buildingsand piping, transportation linear assets (roads, sidewalks, curb), municipal vehicles, and land; Conduct a condition assessment on core assets, conducted with a five-point scale system,complete with definitions/examples for each condition rating within each asset class to ensure thatall department leads are on the same page in terms of ranking;MAMP 15985(28 pages) Identify and assess the risks and vulnerabilities associated with core infrastructure.Additionally, the Village of Fredericton Junction will provide a high-level evaluation of climate hazards andimpacts due to climate change. The Village will evaluate the potential vulnerabilities of the municipality'sassets, and examine the replacement costs associated with each asset. The results of the risk andclimate change assessment will be used in conjunction with the condition assessment to help set areplacement priority list, which the Village will use to develop a 50-year financial plan for the Village'sassets for the following years.
