Description
The Conseil de développement économique des municipalités bilingues du Manitoba (CDEM) will develop five Climate Change Local Action Plans (CCLAP) for municipalities in Manitoba, including the Municipality of Lorne, Rural Municipality (RM) of Cartier, RM of Springfield, RM of Wallace-Woodworth, and Municipality of Norfolk Treherne. The scope of the project includes establishing GHG emissions inventories, for both municipal and community operations; regional climate profiles; and a series of individual Climate Change Local Action and Adaptation Plans. Municipal and public consultations will also be conducted prior to the development of each plan.The Manitoba 'CCLAP 3' cohort of municipalities will be the third such initiative of its kind in the province. This joint approach is designed to maximize the impact of developing each plan, while saving on the time and costs involved. For each municipality, GHG emissions inventories will be established, leading to the formulation of short, medium and long-term objectives for energy, waste and water management, sustainable transportation, land use and brownfield remediation. Plans will also list measures that municipalities and the communities can take to reduce GHG emissions, including the specific tasks, project team, time lines for implementation, and estimated costs. Targets for GHG reductions will be determined using methods available through the Partners in Climate Protection (PCP) program from the Federation of Canadian Municipalities (FCM).CDEM will develop a document for each community that will be used to guide the planning and development of local resources, pinpoint concrete actions to mitigate the threat of damage from climate change, provide the communities with road maps for GHG emission reductions, and identify easy-to-implement green projects that are tailored to suit each community's needs. Initiatives can include active transportation projects, energy efficient buildings, waste management, mitigation of the effects of flooding and erosion, etc. Long-term adaptation strategies designed to reduce the risk of climate change will also be identified.
