Description
The Town of Greater Napanee will develop a waste diversion and disposal plan to solve its current waste management issues in a cost-effective and environmentally responsible manner. With a recent decision not to expand the existing landfill site, the town will no longer have a place to dispose of waste as of late 2007. Building upon a June 2007 audit of waste management services, Napanee will initiate a new community-education plan designed to increase participation in expanded blue box recycling and in a pilot organics-composting program. The project team will foster participation through public consultation and a targeted communications strategy. The town will also construct two organic-waste composting facilities to receive food and yard waste from the pilot program. The team will also evaluate the costs, feasibility, environmental benefits and public receptiveness to various waste diversion options. Projects resulting from the plan will likely raise the current waste diversion rate of 39 per cent by an additional 21 per cent, removing 753 tonnes per year from landfill. This increase will cut 80 annual tonnes of CO2-equivalent greenhouse gas emissions that would be used to transport waste to an alternative landfill site, as well as 56 tonnes resulting from landfill gas emissions.
