Description
The City of St. Albert will develop an Integrated Redevelopment Plan to redevelop a brownfield site for city-owned land in Riel Park. The plan will result in more greenspace and recreation facilities for the community. The 23-hectare area contained municipal sewage lagoons from the 1960s to1980s and was later used as a dry landfill. Part of the land is currently used by community sports and recreational groups as a portion of the site was reclaimed into open park and recreational space in the 1980s-90s,. In 2005, a Landfill Risk Management Strategy was recommended for the remediation of the entire site. Implementing the Riel Park Integrated Redevelopment Plan, including the added Risk Management Strategy remedial work, will bring the former landfill site up to contemporary best practices. Other remediation techniques, such as leachate treatment, will be investigated and implemented if the proposed strategy proves to be inadequate. The City estimates that carrying out the Integrated Redevelopment Plan, derived by life cycle analytical methods, will decrease the potential annual landfill leachate production by 19,550 m3 (equivalent to an 85% reduction). Because the former landfill accepted only inert materials, no landfill gas is expected to be generated from the site.
