Description
The grant-funded employee will implement initiatives that increase the municipality’s capacity to adapt to climate change. The first phase of work will be to develop a climate adaptation plan for the municipality. This plan identifies climate change impacts, risks, and related adaptive strategies or actions related to the region, the community, a neighbourhood or a group of assets. Once the climate adaption plan is developed, the second phase of work will be to implement operational and institutional changes within the municipality that will help ensure long-term climate adaptation after the grant period. The final phase of work will involve preparatory work leading to the implementation of climate adaptations initiatives and the grant-funded staff person is required to move activities from the planning stage to the implementation stage over the course of the grant period. In Year 1, the Recipient plans to:Climate Change Coordinator Work Plan (including: Action Plan that will guide the development of the Climate Change Adaptation Plan; Terms of Reference for the Climate Change Steering Committee; and Consultation summary with external working groups.Orientation with the City of Nelson and all departments the Climate Change Coordinator will work with. Develop the Action Plan for a Climate Change Adaptation Plan. Develop the framework and objectives of the Climate Change Adaptation Plan.Develop a climate adaptation plan that will provide a comprehensive overview of current GHG monitoring and reduction projects, outline of stakeholder consultations conducted to date and what is still necessary/advisable, strategy behind forming a Climate Change Steering Committee or amending Term of Reference for APC Committee, Environment Committee, and/or Climate/Energy Steering Committee, and recommendations for climate change adaptation projects worth implementing in the short, medium, and long-term for the City of Nelson, regional projects that may be possible and what organizations exist to support them (Eco Society, Columbia Basin Trust, Other Municipal organizations)Join external working groups, gather consultation history and develop a consultation plan for the remainder of year 1Briefing Note to CAO and Council (identifying any short term operational and/or institutional changes that is recommended by the Climate Change Coordinator that can be accomplished)Present recommendations to CAO and then to Council for short term Climate Change policies and institutional enhancementsIn Year 2, the Recipient intends to:Present Progress Report to CouncilContinue involvement in external stakeholder working groupsGive a final presentation for adoption of Climate Change Adaptation PlanRecommend medium-term operational and institutional changes to Council, and departmental changes to address climate change risks and vulnerabilities to municipal assets
