Description

The MRC of Riviere du Loup will study methods of collection, composting and use of organic materials in two of its thirteen municipalities to identify the most environmentally, technically and cost effective methods for implementation across its Region. The Quebec Ministry of Municipal Affairs and Regions has set an overall waste diversion target of 65 per cent and an organics diversion target of 60 per cent by 2008. The municipalities in the Region do not currently collect organic waste separately from other waste. The study will use a life cycle approach to identify the most appropriate combined collection and composting program. This will ensure that the program will be the most cost effective while providing the greatest environmental and social impacts. This approach will also allow the MRC to use organic waste as a resource in the form of compost. The MRC is seeking to divert at least 60 per cent (3,907 tonnes, according to the Recyc-Quebec’s formula) of its organic waste in order to reduce its GHG emissions and soil and water pollution from leachate contamination. The MRC expects to achieve the following annual environmental benefits measured in CO2 equivalent tonnes: 18,414 (methane); 594 (carbon dioxide); and 396 (nitrogen oxide).
