Description

The City of Toronto will undertake Phase I Environmental Site Assessments (ESA) at 20 yard locations; perform Phase II ESAs based on recommendations from the Phase I ESAs; conduct building condition assessments (e.g. identify the presence of asbestos and lead paint) for determining the state of repair of all facilities; and develop remediation plans. In addition, the City will consider the implementation of innovative soil and groundwater remediation technologies to clean up the contaminated sites and to advance best practices in the area of brownfield remediation. The outcome of the study, along with other sub-studies that the City will complete (i.e. financial impact analysis, real estate market appraisals, and assessment of design and construction costs), will provide the information necessary to enable the City to make environmentally and fiscally viable decisions about yard consolidation. The City expects that successful implementation of study recommendations will provide numerous environmental benefits including energy consumption and GHG emissions reductions of 3,694 tonnes of CO2e due to the replacement of obsolete yard facilities with energy-efficient buildings; vehicle use and fuel consumption reductions due to better located yard sites; soil contamination reduction due to the cleanup and redevelopment of surplus brownfield properties; and a reduction of under-utilized municipal lands.
