Description

The Halifax Regional Municipality recognizes potential for a district energy system in the urban areas of the HalifaxPeninsula and the waterfront area of Dartmouth. Phase 1 of the Halifax District Energy Project investigated converting orupgrading existing boiler plants at major sites on the Halifax peninsula, or building new natural gas–fired cogenerationplants. This would balance the potential to generate electricity with the market for waste heat. There are alsoopportunities for cooling using absorption chillers or a harbour–water–based cooling loop. Phase 2 expands on the mostfavourable approach developed in Phase 1 and assesses its technical and economic potential. This study will develop abusiness model for a partnership among the principal stakeholders, recommend a management structure to develop andoperate a system, and suggest a financial strategy to underwrite the project. Phase 2 will also consider regulatory issuesassociated with the generation of electrical power and the distribution of thermal energy.
