Description
Building on current success stories and exploring long-term possibilities, the Municipality of Red Lake will create a Sustainable Community Plan (SCP) to guide its future. The municipality has been a leader implementing sustainable initiatives such as replacing non-renewable heating with geothermal. The SCP will deal with the varied economic challenges of a boom related to gold mining, a decline in the forestry industry, and the seasonal peaks and troughs of tourism.
The municipality’s best sustainable practices (environmental, economic and social) identified in its existing plans, policies and programs will be integrated into the document. Using proven planning techniques such as SWOT (Strengths, Weaknesses, Opportunities, Threats) and Gap Analysis, the identified practices will then be strengthened, with the objective of prioritizing, implementing, monitoring, and evaluating current and future municipal activities. Goal sequencing will be used to allow the municipality to achieve successes over the short and long term. The plan will effectively address existing concerns and policies in the areas of, energy, waste management, recreational and emergency management, land-use and zoning, transportation, water and human resources.
A communications plan will be developed for an effective two-way information flow between the municipality and its residents and stakeholders. The opinions of interested and affected groups will be actively sought, and the results will be fed into the SCP. Participants will be encouraged to take ownership of the process, thus improving the efficiency, transparency, and public involvement in future large-scale projects. The final SCP will be a public document available in hard copy or electronically through the municipality’s website.
