Description

The Town of Grand Bay-Westfield will produce a Capital Asset Management Plan for core assets. Coreassets include infrastructure systems and components that help provide Protective Services (firedepartment), Environmental Health Services (wastewater and storm water collection system andwastewater treatment infrastructure), and Transportation Services (roads, sidewalks, and associatedbuildings or vehicles required to maintain transportation assets). For this plan, the Town will:• Draft a policy and governance model to identify the roles and responsibilities of the departmentleads and Town council within the asset management system;• State the level of services provided to residents;• Develop an asset inventory containing municipal buildings, wastewater buildings, wastewaterlinear assets, storm water linear assets, transportation linear assets (roads, sidewalk and curb),municipal vehicles and specialty equipment;• Conduct a condition assessment on core assets; using a five-point scale system, complete withdefinitions/ examples for each condition rating for each asset class.• Identify and assess the risks associated with core assets. In addition, the Town will deliver a high level evaluation of climate hazards to identify potential infrastructurevulnerabilities. The Town will examine the replacement cost associated with high-value and core assetswhile developing a plan for the expected capital financial investment required over the next 50 years.
