Description

The grant-funded employee will implement initiatives that increase the municipality's capacity to adapt to climate change. The first phase of work will be to develop the Watershed Characterization and Implementation Plan for the municipality and surrounding area including the County of Peterborough, Hiawatha First Nation, Curve Lake First Nation, Township of Cavan Monaghan, Township of Otonabee South Monaghan, Township of Selwyn, and Otonabee Conservation Authority. These plans identify environmental issues. constraints and opportunities in the Watershed and develop Goals, Objectives and targets for the Watershed. The Watershed Characterization will set the context to assess climate change impacts, risks, and related adaptive strategies or actions related to the region, the community, a neighbourhood or a group of assets.The second phase of work will be to undertake detailed and technical watershed planning elements specific to the Phase I Watershed Characterization. This phase will provide the scientific support to implement operational and institutional changes within the municipality that will help ensure long-term climate adaptation after the grant period.The final phase of work will involve finalizing the Peterborough Watershed Plan for Climate Adaptation (PWPCA) and preparatory work leading to the implementation of climate adaptations initiatives and the grant-funded staff person is required to move activities from the planning stage to the implementation stage over the course of the grant period.In Year 1 , the Recipient will:Create and meet with Advisory Committee and Sub-committees.Create and present to Council the Watershed Characterization Report, including Goals.Objectives and Targets for the Watershed.Conduct public consultations, stakeholder and First Nations engagementComplete progress report on draft technical studies.In Year 2, the Recipient intends to:Complete technical studies and data compilation.Complete Protection, Enhancement and Rehabilitation Plans.Complete Development Criteria.Complete Infrastructure/Risk Vulnerability Strategies.Create Land/Water Use Policies including Direction forOfficial Plan and Secondary Plan Policies.Create targets for Protection/Restoration/Adaptation Created. Implementation Strategies and Strategies/Guidance for Management and Monitoring.Finalize PWPCASub-committees and Advisory Committee meetings conducted, studies reviewed and accepted.Public consultation.Prepared Council report and presentation, including an applicable by-law for council adoption of policies and objectives.
