Description
The Town of Hafford, home to the UNESCO-designated Redberry Lake Biosphere Reserve, developed a sustainable community plan to guide its decisions and actions for 10 to 20 years. Doing so was based on a need to cope with the mounting pressure of urban growth, and the continuing shift away from an agriculturally based economy. The plan used a participatory and comprehensive community planning process and an integrated systems approach to develop a sustainable framework. The process drew on facilitation methods such as appreciative inquiry, and aimed to build evaluative models based on a shared vision. This approach put intended outcomes at the core of the planning process. Efforts spanned sustainability issues, and included energy use, neighborhood planning, brownfields, transportation, water and waste. The incorporation of a Sustainable Community Indicators Framework into development of the plan was expected to be a pioneering move for smaller rural communities in Saskatchewan and across Canada.
