Description
The Town of Arnprior will complete a Phase II environmental site assessment (ESA) on a small lot (19 m x 36 m = 694 m2) located at 30-36 McGonigal Street West, a brownfield site in the heart of Arnprior’s historic downtown. Previously used as a fuel service station, over the last 20 years the site has become dilapidated, sitting vacant for much of that time. In 2012 a fire brought down a residential building that was located on the site, and the one remaining building, which is in very poor condition, contains a heating oil storage tank. The Phase II ESA will confirm the presence of hydrocarbon and metals contamination in the soil and groundwater. If confirmed, a plan for remediation will be completed, and a Record of Site Condition (RSC) will be obtained. Once remediated, the Town plans to create a community parkette on the site which will include benches coupled with shade trees and landscaping along with a parking area to help service the downtown's growing needs. The intention is to bring the site up to a condition where the Town can take advantage of larger development opportunities in the future. In Arnprior’s downtown and surrounding area, there are a number of properties which have become severely neglected over time due to the potential concerns over environmental contamination. The Town purchased 30-36 McGonigal Street West to help bring life back to Arnprior’s historic downtown, and to use as a showcase. Through this project the Town will highlight the financial incentives that are offered by the Town through their Community Improvement Plan (CIP) – specifically the Brownfields Financial Tax Incentive Program (BFTIP), and spur development on the surrounding private properties.
