            Description
The purpose of this project is to develop a Master Plan for the 22nd Street SkyTrain Station Area to ensure that growth can be accommodated in a manner that is balanced with the needs of the community as well as it considers the needs of future residents. There are three frameworks that will be used to inform the development of the Master Plan and ensure the community grows in a manner that supports GHG emissions reduction targets and other City objectives. The first is the Frequent Transit Development Area (FTDA) tool. FTDAs are priority locations for growth identified by municipalities, in collaboration with Metro Vancouver (regional district) and TransLink (regional transportation authority). The second framework is the City’s Community Energy and Emissions Plan (CEEP) which outlines actions and policies to help conserve energy and reduce GHG emissions. The third framework will be the City’s Implementation of the BC Energy Step Code for development of high energy performance buildings. The project team will be composed of New Westminster City staff from four departments: Development Services (Planning), Engineering (Transportation), Engineering (Energy), and Parks and Recreation. This cross-departmental approach will ensure the Master Plan is developed with a wide range of expertise and skills. As the development of the Master Plan will require additional technical expertise, three consulting teams are expected to be hired over the course of the two-year project.
