Description

The Township of Langley will be creating a Parks Levels of Service Plan. The Parks Levels of Service Plan will be a robust and encompassing framework and will provide an implementation strategy and tools, key performance indicators and a measurement methodology for Parks Infrastructure Assets. This Plan will further the Township’s sustainability goals using a triple bottom line approach to Asset Management that is harmonious with the Township’s Sustainability Charter. The project will continue to build upon the Strategic Asset Management Strategy developed in FCM’s LAMP Phase 1 project, by addressing some of the key gaps that were identified, including improving Levels of Service work, improving asset data and information data management and expanding information regarding the insufficient funds to the capital reserve fund for asset replacement. The Township expects to gain a greater understanding of its’ current strategies to implement Levels of Service with this project. The Township also expects to identify internal priorities as well as develop new strategies for successful change management should it be required. Upon completion, the Parks Levels of Service Plan will serve as a guideline for Parks Operations reporting, budgeting, resource managing, decision-making and communicating. The Parks Levels of Service document will take an interactive, technologically driven and open approach to Levels of Services including maps and graphics that will allow the user to change the parameters and input data as required ensuring that the decision making tools are always relevant. This approach will lend itself to sharing information across municipalities of any size and will serve as an excellent way to educate the community regarding the relationships between Levels of Service and funding.
