Description
The Township of Russell is planning to undertake a Stormwater Management Master Planning Study to investigate the performance of the existing storm drainage systems in the Township and test the resilience of the infrastructure to future climate change. The study is aimed at identifying storm drainage infrastructure improvements to ensure all residents, businesses, and critical infrastructure is afforded an increased level of flood protection during extreme storm events. It will aim to identify and evaluate any improvements or opportunities to create centralized stormwater management facilities. By creating centralized stormwater management facilities such as ponds and wetlands, the Township is incorporating social aspects into the design process - i.e. the amenity benefits to local communities of creating public access areas around these new features, and the enhanced social and health benefits associated with improved environmental conditions. The decision-making framework will be established at the outset of the project, with clear lines of communication and authority assigned to key individuals. The Township will have ultimate decision-making responsibility, and the external consultant will make informed recommendations to the Township based on the results of technical analyses and investigations.
