Description
The Town of Rosthern, a rural municipality of 1,572 residents located 65 kilometers north of Saskatoon, is seeking to set up a building monitoring and analysis system in the Rosthern Jubilee Sports Centre. The 41,400 ft2 facility was built in 1980 and houses an NHL regulation size ice rink, a curling rink, dressing rooms, a concession, and a lounge. The building was selected for the community building monitoring and analysis grant because its utility costs—$50,000 annually for electricity alone—are the most substantial of all town-operated facilities and are expected to double over the next 10 years. To address the facility’s high utility costs, enhance asset management and emergency readiness, and help reduce community energy use and greenhouse gas emissions, the Town will enter a two-year contract with an external energy management firm. The scope of this contract will include the following: implement a building monitoring and analysis system; investigate the baseline performance of the primary electrical systems (including the HVAC, refrigeration and ice plant equipment); identify and implement immediate operational, safety and maintenance improvements; report on initial performance improvements; identify a longer-term strategy to prioritize capital improvements; and, after project completion, consider ongoing licensing and consulting for the monitoring software and expanding the monitoring scope to include water and natural gas use. Additional project outcomes include substantial learning opportunities for town staff and council through training, consultations and reports from the consultant. The town will also increase municipal capacity and inform future projects by using granular performance data to ensure equipment is operating efficiently in real-time and forecasting the energy savings and return on investment of capital and non-capital improvements.
