Description

Southpark Development GP Inc, as General Partner for the Southpark Development Limited Partner, with the support of the City of Edmonton’s brownfield program, wishes to redevelop an old car lot in the Strathcona neighbourhood that will contribute to a more sustainable city through site remediation and a strengthened public transportation network. This study will consist of a Phase II environmental assessment, followed by a remediation plan. In response to the challenge of urban sprawl over the next 30 years, the City of Edmonton wants a minimum of 25% of its new residential growth to target downtown and mature areas. This initiative supports this goal, in addition to aligning with the City's urban (the “Way We Grow”), transportation (the “Way We Move"), economic (the “Way We Prosper”), social (the “Way We Live”) and environmental (the "Way We Green”) plans and policies. The project sites at 10565 and 10615 82nd Avenue are under-utilized old car lots that require remediation. Preliminary studies indicated pollutant plumes that likely spread beyond the site boundaries to affect soil underneath 82 Ave and 106 Ave, as well as residential lots south of the 10565 site. Phase II testing boreholes approximately 10.5 metres below grade (mbg) will produce regular interval samples (every 0.75 mbg) for the majority of identified boreholes. The environmental work will happen in concert with redevelopment planning in order to leverage and coordinate remedial planning (Phase III) for the contaminated sites. Furthermore, integration of off-site contamination as part of the site investigation will help address broader community objectives on contaminated City-owned lands. As part of the rezoning process for this development, public input provided support for a mixed-used redevelopment offering both retail and residential options. Further and more extensive consultation with the public will follow as the project progresses through the design phase prior to the submission of a rezoning application to the City.
