Description

In this project, the Town of Springside will identify its infrastructure deficit and associated funding needs to attain infrastructure sustainability. Data to complete this assessment will be a combination of existing data (e.g. TCA data) and field level condition assessments of roadways, sidewalks, and facilities (buildings and treatment facilities). Analysis will be based on a life-cycle optimization modeling approach reviewed and approved by the national scientific community. The project will comprise an asset management analysis, in which the Town will compile TCA and GIS data to establish an inventory, classification, asset groupings, TSL estimates, and unit replacement costs. The Town will also assemble capital upgrade needs and budget allocations. The Town will assess roads through condition assessments, modeling and optimization; inspect buildings and conduct risk assessments; and conduct strategic assessments of water distribution, wastewater collection, and fleet assets. The town will complete this data work by developing a summary of all asset groups.Following this, the Town will develop a Moving Forward strategy including an implementaiton plan and recommendations, and complete reporting and documentation with a presentation of the findings to Council.
