Description

The City of Kelowna, the largest and fastest growing city in British Columbia’s Okanagan Valley, plans to set an emissions reduction target and develop corporate and community energy and emissions local action plans following the Partners for Climate Protection (PCP) methodology. These will reduce energy consumption and greenhouse gas (GHG) emissions in corporate buildings and engineering assets and in community buildings, transportation and solid waste management.
The project team will first meet with city staff to review a vision statement and goals. For the Corporate Energy and Emissions Plan, the team will analyze the current energy consumption and costs for corporate building and engineering assets and develop a draft corporate energy and GHG emissions plan. It will include the 2009 base-year energy and emissions inventory, a 2019 forecast of energy and emissions, a comprehensive list of reduction measures for buildings and engineering assets (including fleet, water and wastewater, and solid waste), and reduction targets. The plan will be finalized based on consultations with town staff and council.
For the Community Energy and Emissions Plan, the team will review current energy consumption and emissions, look at long-range forecasts and develop a discussion paper. Public consultations will consist of two public workshops, a web-based survey, and an open house. The planning team will incorporate feedback into the draft community plan and finalize it for council approval. The final product will include a 2007 base-year energy and emissions inventory, a 2017 forecast of community energy and emissions, a comprehensive listing of community reduction initiatives for buildings, transportation and solid waste, and reduction targets.
