Description
The City of Saskatoon will undertake a long term sustainable community visioning initiative which will form the foundation of the city’s strategic plan. The city will use the vision and strategic plan to amend and update its Official Community Plan and Zoning Bylaw, and to develop integrated plans for future growth, transportation, culture, and the city centre.
The visioning initiative, with a 50- to 70-year planning horizon, will address environmental, social and economic sustainability through key areas including brownfield development, sustainable transportation, water and energy conservation, waste reduction, sustainable economy and community design. The initiative will start with a city summit where the public will participate in facilitated sessions to explore Saskatoon's strengths, weaknesses and opportunities, and follow up with focused visioning workshops in which residents will discuss critical topics and contribute to design proposals. It will also incorporate visioning sessions hosted by members of the community, and on-line participation through surveys, blogs, and comment and video submissions. The initiative will be supported by an inter-departmental project team with team leaders and support staff for specific topics.
Both the visioning initiative and strategic plan will establish short, medium, and long term sustainability goals, targets and indicators of success. Indicators for the community visioning project will be defined through the consultation process, while the indicators for the city’s strategic plan will be developed in line with the community’s goals and targets. As part of the strategic planning process, the city’s senior management and council will identify strategic goals for the next 4 and 10 years. They will develop targets, activities and a framework to monitor success and report on performance for each goal. Quarterly updates will be required on each project or initiative that supports the strategic plan and project leaders will be required to identify their status and performance targets accordingly.
