Description

The primary objectives of this field test study are to confirm the prevailing water quality in the East River, to establish future water use goals and water quality objectives, and to prepare a long-term combined sewage overflows (CSO) control strategy, if necessary. During the initial phase, primary emphasis will be on confirming the prevailing water quality in the East River through weekly sample collection over a period of three months, during both wet and dry weather. In the second phase, a preliminary evaluation of the sewage collection systems will be done to gain an understanding of the system response to precipitation events. The third phase will include a comprehensive monitoring and modeling program. In the final phase an evaluation of CSO mitigation options and the development of a CSO control strategy. A cost/benefit analysis will be completed for each alternative.
