Description

As a member of Partners for Climate Protection (PCP), the City of Laval has completed milestone 1 by creating a corporate and community greenhouse gas (GHG) emissions inventory and milestone 2 by setting a GHG emissions target of 6 percent below 1990 levels to be achieved by the year 2012. In this study, the City will achieve milestone 3 by preparing a local action plan (LAP) to reduce greenhouse gas (GHG) emissions. The City’s GHG emissions increased from 2,209 kilotonnes/year (Kt/year) in 1990 to 2,568 Kt/year in 2004. Projections indicate that without a LAP, GHG emissions will increase to 2,850 Kt/year by the year 2012, or an increase of 641 Kt/year or 29% compared to 1990 levels. The City estimates that if a LAP is developed and implemented, 2012 GHG emissions will be 2,077 Kt/year, which represents a decrease of 132 Kt/year or 6 percent compared to 1990 levels. The LAP will be conducted over a 12-month timeframe. The City believes that implementation of the LAP has the potential also to reduce corporate operating and capital costs and the maintenance associated with physical assets; improve the delivery of municipal services; create employment; support local industries; improve working conditions and productivity; and protect public health and the environment.
