Description
The Regional Municipality of Niagara will prepare an integrated Community and Corporate Action Plan that will include challenging but achievable targets for energy efficiency and carbon emissions reduction in the region. This plan will fulfill Milestone 3 of the Partners for Climate Protection (PCP) program, of which the region is a member.
The region will draft the action plan and its goals in consultation with planning staff, subject matter experts, businesses, agencies, and members of the community. The plan will be strongly linked to the Sustainable Niagara Plan and will complement existing transportation, waste diversion and community improvement plans. It will also provide information and direction for the region’s Land Use, Green Fleet, Labour Market, and Human Services and Sustainability plans, and for its Economic Growth Strategy and Corporate Energy Policy. The plan will incorporate a system for monitoring and reporting on greenhouse gas emissions and these reports will be shared with the 12 municipalities within the region.
The action plan will address emissions associated with buildings, waste management, transportation including the region’s fleets, and it will explore ways to reduce the energy consumption from water and wastewater operations, currently accounting for 40 percent of corporate emissions. Renewable energy generation and new technologies will be explored in addition to energy opportunities associated with brownfields. The plan will set emission reduction and energy conservation goals and targets, identifying actions that could help achieve these goals and targets, and outlining a strategy for educating residents about the actions they can take to sustain the local environment. It will also include clear indicators, and tracking methods to measure the performance of the plan. The action plan will help municipalities in the region combat climate change and measure their performance in meeting environmental stewardship, air quality, economic and community health objectives.
