Description

The Town of Lockeport planned to develop an integrated community sustainability plan (ICSP) to combine environmental, social, cultural and economic development in achieving its 30-year vision. The ICSP addressed Lockeport’s current and future needs by looking at infrastructure requirements in the context of broader long-term strategies. The project team took a systems approach to sustainability planning. It examined the larger framework and the way that the parts related to each other. To develop a vision, the project team identified Lockeport’s major sustainability challenges, developed information programs, conducted public consultations, formed a steering committee and set up working groups. The team researched and analyzed Lockeport’s situation, and identified strengths and challenges based on information gathered through studies, reports, municipal bodies and community surveys. The project team created a communications plan to generate public interest, awareness and understanding and to educate the town council and staff . The town used the concept of “social return on investment” to go beyond financial measures and look at the social value generated in the community. It developed strategic plans and practical management programs for implementing the plan. These included ongoing monitoring and reporting. Public consultation and collaboration among stakeholders was expected to be a key aspect of the planning process and of implementation success.
