Description

The City of Beauharnois will put in place a sustainable development plan entitled the Plan Beauharnois 20/20 to address in advance the issues and impacts resulting from the opening of a new highway on its territory and thus better coordinate its actions to manage the anticipated changes to the population, economic activity, transportation and the environment. Moreover, the plan will allow the city to plan the infrastructures required to welcome new residents, businesses and industries, all the while ensuring that quality of life can be maintained or improved for current residents with regards to sustainable development. Needs have already been identified in relation to the management of residual materials, rehabilitation of contaminated soil, preservation of natural environments, management of wastewater, conservation of energy and sustainable transportation. The Plan Beauharnois 20/20 will prioritize and propose sustainable solutions to these needs using inspiration from such models as “Conservation Design”, “LEED for Neighbourhood Development” and “Low-Impact Development”. Based on integrated, interdisciplinary and collaborative project planning and management, the Plan will be discussed in consultation with residents, municipal personnel and community representatives. The Plan Beauharnois 20/20 will be integrated into the operations of all municipal services and will head the policies and the decision and management mechanisms currently in place in the municipality. Small- and mid-sized municipalities will be able to draw inspiration from the tools, planning mechanisms and study follow-ups, as well as from the projects carried out during this entire process. Convinced that this model will be easily adaptable to any interested municipalities, the City will provide a summary report of the Plan Beauharnois 20/20 to any city manager who requests it.
