Description

The City of Regina will create an Official Community Plan (OCP) to guide future development in accord with its recently adopted vision statement. The plan will provide a comprehensive policy framework to guide the physical, environmental, economic, social and cultural development of the municipality. It will inform day-to-day operations and help shape a range of other city plans including the Corporate Strategic Plan, Transportation Master Plan, Cultural Plan, Recreational Facilities Plan, Open Space Strategy, Waste Plan, and Neighbourhood Plans.
The city’s goals for its official plan are to form a foundation for financial sustainability, improve decision making and allow employees to see how their business lines connect to the city’s vision. In keeping with Regina’s commitment to FCM’s Partners for Climate Protection program, the OCP will identify environmental issues that will be addressed through the use of By-laws. Specific environmental issues to be explored include:
  1. The promotion of energy conscious land development practices and development of an energy efficient urban form.
  2. The protection of groundwater resources from contamination in order to ensure a safe supply of drinking water.
  3. The promotion of development practices which reduce the consumption of water.
  4. The environmental impact of disposal and diversion of solid wastes.
Furthermore, the plan will look into brownfield development, sustainable transportation such as walkability and transit, waste and water management, the reduction of greenhouse gas emissions, and renewable technologies.
The process of developing the OCP will include conducting foundational analyses and studies, developing and implementing a communications strategy, holding public and stakeholder consultations, developing monitoring mechanisms, and preparing an implementation strategy for the new plan.
Regina’s new Official Community Plan will define the policy and operational directions needed to realize the city’s vision: “to build a vibrant, inclusive, attractive, sustainable community where people live in harmony and thrive in opportunity.”
