Description

The City of Longueuil wants to have a Master Plan for Sustainable Development (MPSD) for the Longue Rive neighbourhood, one of five key development areas of the City, with a total area of 994,702 m2. As part of its mission of planning and development of its territory, Longueuil is seeking to establish a harmonized vision of development that is sustainable and optimal for this neighbourhood. With this planning tool, the City hopes to revitalize an ageing neighbourhood, while providing its citizens with access to the waterfront and this exceptional recreation and tourism site. Given the importance of preserving and enhancing its green and blue belt, the exceptional location of the site and the availability of land, the area offers favourable conditions for redevelopment based on the principles of sustainability. This project will address several objectives of the Strategic Plan for Sustainable Development (PSDD) of the City of Longueuil (GMF 10256) by addressing a variety of topics concerning the environmental, economic and social dimensions of sustainable development. Inspired by Transit Oriented Development (TOD) principles, the MPSD will be based on the development of public river banks, including the creation of vibrant, dynamic and safe neighbourhoods; it will prioritize the establishment of conditions needed to support accessibility, security and comfort for pedestrians, cyclists and users of public transit; it will extend and improve quality in the development of outdoor public and private spaces by planning and linking parks, public squares, green spaces, bike and foot paths and urban art; and will implement a pneumatic waste collection system to improve the quality and quantity of sorting in the Longue Rive sector. A related mobility study for the Longue Rive and Place Charles-Lemoyne neighbourhoods, also subject to a GMF funding application (13143), will also support the plan's development. Project governance is based on the management method proposed by the PSDD, an inclusive and dynamic approach reflective of the community. Most of the development process will be conducted internally by the Office of Major Projects, in collaboration with the steering committee, the technical committee and the Canada Lands Company. Committees of local leaders, consultants and experts in various fields will enhance and complement the City's work. In addition, as part of this project, the City of Longueuil has transformed the traditional consultative approach to one of citizen participation. This approach, new for the administration, contributed to the establishment of the Office of Information and Consultation which is responsible for informing the community about the project in order to win its social acceptance. A charter of participation will be developed and distributed to all households in the vicinity of the future redevelopment in order to clarify the obligations of each party. With this MPSD, Longueuil aims to acquire the necessary tools to organize its territory according to sustainable and responsible choices by providing interconnected, mixed, compact and dense living environments, through integrating the planning of urban development and transport. From Place Charles-Lemoyne to the Roland-Therrien sector, the Longue Rive project is the final part of a high quality urban complex for the Vieux-Longueuil borough.
