The Pas Asset Management Plan and Policy Development

The Pas, Manitoba has committed to working on an initiative that will improve its asset management capacity. The municipality is in the early stages of its asset management journey and as such, the scope of this project includes retaining a consultant to conduct the assembly of relevant background information, development an asset management policy and 20-year asset management investment plan, facilitate educational and team building workshops, and develop an implementation strategy. The Pas aims to leverage its previous investments in GIS which contains detailed and valuable information about the linear water, wastewater, storm and transportation assets. The Pas will also utilize existing financial and public works records to supplement the GIS data. Using this information, The Pas will evaluate the risk, level of service and useful life of assets in order to develop the first asset management plan. In this way, the project will expand the breadth of current asset management planning information and The Paswill be better positioned to make holistic decisions and to ensure the delivery of services from infrastructure is provided in a financially sustainable manner.This project will involve municipal staff and council directly in the plan development process – providing an environment for continued learning and capacity building.
