Description
Asset management and sustainability initiatives often share strategic goals, affect the same operational processes, and engage the same people. However, municipalities implementing asset management tend to use a fragmented approach that is disconnected from their sustainability objectives (especially those at earlier stages in asset management).A formal policy and strategy reinforces an organization’s commitment and goals with respect to asset management, and their relationship to sustainability, business and service delivery objectives. It lays out (at a high level) the principles and practices it will follow to realize these goals. In addition to reinforcing the need for prudent financial management (economic outcomes), these documents often formalize the commitment toward sustainable levels of service (social outcomes), and stewardship for the environment (environmental outcomes) in infrastructure related plans and decisions.Scope of WorkThe Cowichan Valley Regional District is committed to building upon progress made to date in implementing community sustainability goals and commitments to act on climate change through the integration of these objectives into asset management planning. Through participation in Phase 1 of the Federation of Canadian Municipalities’ Climate and Asset Management Program, Cowichan Valley Regional District commits to the following:• To renew an asset management policy, strategy and governance framework which aligns with the municipality’s strategic goals, integrates environmental and sustainability goals, includes climate change risks and considerations, and builds upon the common principles developed for CAMN;• To take part in training and learning opportunities with participants from other municipalities from across Canada;• To attend monthly capacity building exercises offered by the FCM for the duration of participation in CAMN; • To attend two face-to-face meetings being offered through CAMN;• To become part of a network of municipalities sharing knowledge about innovative asset management practices.ReportingUpon completion of the CAMN Phase 1 project, Cowichan Valley Regional District will deliver upon the following reporting requirements:• Climate Adaptation Maturity Scale (Start of Project)• Renewed Asset Policy, Strategy and Governance Framework. • Completion Report for Phase 1• Climate Adaptation Maturity Scale (End of Project)• Asset Management Maturity Scale (End of Project)Scope of WorkIn addition to the requirements outlined for Phase 1, Cowichan Valley Regional District will undertake a Phase 2 Integrated Levels of Service and Risk Assessment project that is aligned with the asset management policy, strategy and governance framework developed during Phase 1. When developing the Phase 2 project, the Cowichan Valley Regional District commits to the following:• To develop or strengthen the municipality's levels of service and risk management measures;• To align the Phase 2 project with the Phase 1 strategy, policy and governance framework;• To incorporate climate risks and considerations and align with the municipality's other sustainability goals;• To include Customer Levels of Service indicators that measure the actual service received by customers, the environment and other stakeholders;• Include a comprehensive consequence matrix that explicitly balances the different impacts on stakeholders, including climate risks and impacts;• To incorporate a solid, replicable methodology.ReportingThrough participation in the CAMN Phase 2 project, Cowichan Valley Regional District will deliver upon the following reporting requirements:• Phase 2 major project deliverable(s)• Completion Report for Phase 2• Climate Adaptation Maturity Scale (End of Project)• Asset Management Maturity Scale (End of Project)
